In historiography, the policy of extreme reaction or military despotism in the last years of the reign of Alexander I is commonly called Arakcheevism. The time frame of Arakcheevism corresponds to the period from 1815 to 1825. There were several reasons why Arakcheevism became possible. The turn to such an internal policy was caused by a change in the tsar's attitude towards reforms.
First of all, after the Patriotic War of 1812, there was an increase in the number of various circles and underground organizations. As a result of the liberation campaign of the Russian army, many soldiers were carried away by various ideas concerning the reconstruction of the country. Thus, Alexander I and his entourage felt the danger of any reforms in the late period of his reign.
According to many historians, Alexander's change in attitude towards reforms was caused by his strong religious commitment, which was reflected in the establishment of military settlements, which were an integral part of reactionary politics. In addition to the fact that the army now existed within the settlements on the principle of self-sufficiency, a special order was also established, characterized by the strict drill of the soldiers. The marital status of the soldiers was determined by the decisions of the commanders.
The military settlements were a vivid manifestation of Arakcheevism, despite the fact that in 1810 their experience turned out to be unsuccessful. M.M. Speransky also supported this alternative to recruits, but the idea that settlements would lead to a reduction in budget spending on the army was defeated. The introduction of military settlements occurred in 1815. On the one hand, this made it possible to keep both the army and the population under control, and on the other, it led to significant difficulties in the economy, since the army consisted of peasants working in various fields of the economy. In total, over 375 thousand peasants were transferred to the position of military villagers.
The military settlements vividly reflected the style of government during the Arakcheev period. First of all, it is strict execution of orders, demanding and harsh punishments. As an example of the entire domestic policy, this was expressed in bureaucracy and exactingness. The last period of Alexander's reign was associated with the personality of A.A. Arakcheev. Arakcheev was characterized as a born bureaucrat, efficient, memorable, demanding of subordinates, regardless of their position. He was distinguished by his insistence on order, inhuman cruelty and cowardice. It is noted that during the Patriotic War, Arakcheev repeatedly avoided direct clashes with the enemy. Despite this, it is noted that due to Arakcheev's control of Russian artillery, it could compete with French military artillery units.
After the end of the war, Alexander I's activities were mainly related to foreign policy, thanks to which Arakcheev achieved a high position in domestic politics. As mentioned above, Arakcheev was distinguished in his aspirations by strict order and discipline, which pleased the emperor and was supported by the extreme devotion of the "all-powerful temporary worker."
It should be noted that the Arakcheev region is characterized by unrest in the army caused by a strict order. So, in 1820 there were riots in the Semenovsky regiment. The soldiers were unhappy with the new commander Schwartz. The reasons for the discontent were various sanctions against soldiers, including corporal punishment, which was applied to everyone without exception for the slightest violations of discipline. The soldiers wanted to draw attention to this fact, but the emperor reacted very negatively to the unrest. As a result of the unrest, the regiment was disbanded, and the soldiers were sent to distant units from central Russia.
